Currently exploring heat reuse as a concept for future facilities though
currently prohibitive due to CAPEX risks, regulatory uncertainty and
immature market ecosystem. This is an area of change with government
responses such as UK Heat Network Zones being in a nascent phase.

cooling designs that are helping to eliminate potable water consumption
wherever possible. Harnessing digital twins to plan for future AI
expansion water and energy requirements.

Clean energy
Facilities must match 75% of their
electricity consumption with clean/
carbon-free energy sources by the
end of 2025.
Energy ef昀椀ciency
By 1 January 2025: All new data
centres operating at full capacity
must achieve an annual PUE of 1.3
in cool climates and 1.4 in warm
climates. (see footnote)
Circular economy/Sustainable IT
Operators must assess 100% of their used server equipment for potential reuse,
repair, or recycling. By 2025, 昀椀rms were mandated to implement a custom
percentage target to continually increase server materials redirected into repair
and reuse systems.
Circular heat
Captured exhaust heat must be treated as an energy resource rather than
waste. Operators are required to actively explore and test the practicality of
connecting new facilities to local district heating networks, residential areas, or
nearby industrial heat systems to lower net community energy usage
Water conservation
By 2025: New data centres had to
successfully meet the designated
maximum location-based WUE
benchmarks.
By 2030–2040: Existing facilities must
comply with maximum WUE limits when
revamping expired cooling equipment,
capping general usage to a strict 0.4l/
kWh limit by 2040.
These PUE targets apply to all data centres larger than 50kW of maximum IT power demand.
